The guys at Shadowloo.com have a commentary about Major League Gaming trying to get (Super) Street Fighter IV onto its 2010 tournament series, and it mentions some of the issues they believe might be holding stuff back.
Is it problems with payouts, past relationships with the community, or other issues? I'll make note of one thing they mentioned, which was big tournaments vs. little tournaments.
ISSUE 3: Some people believe that with MLG giving away so much prize money, players will feel underwhelmed by smaller tournaments prize money and might just stop going and supporting those smaller tournaments.
Personally I would like to think this won’t happen. The fighting game community (FGC) are an awesome bunch and one of the best communities I have ever been a part of, even though I only really got involved a few months before the SFIV release, but I have been playing SF since Turbo during the snes days with my brothers like most others.
It didn't happen in Madden, where the major event is the Madden Challenge and tens of thousands of dollars are being awarded there. Players still compete in regional events with far smaller payouts.
When MLG ran the 2009 Madden Challenge, there were more notable regional events held, especially on the East Coast and Great Lakes area, and players tried to use that as a catalyst for the three Madden Challenge tournaments.
It also didn't happen during the Melee days. Tournaments were plentiful for that game, and nearly everyone used the regionals as a warmup for a MLG event.
So I doubt that would happen in the fighting game community. Be sure to check out what other topics the guys at Shadowloo have posted.
